WebRTC does not mandate a specific signalling technology or transport.

SIP over WebSocket (and therefore TCP) is common in SIP implementations.
It is certainly not the only way to do whatever it is that people
usually envision when they say "WebRTC", which is in just a collection
of browser media APIs and very loosely-defined standards for the
networking portion.
