[VoiceOps] 411 provider recommendations

I routed 611 to our support queue for a short time...
After the 3rd or 4th somewhat confused caller assuming they were somehow
going to reach AT&T, Verizon, or Sprint by calling 611 from their desk
phones...I gave up.
