[VoiceOps] Local calling tariff database

The calling party sets the initial calling area but the LRN has a lot to do
with it if it's a ported TN at least in the LATA I'm in. Example below All
numbers in the same LATA

Caller : 808-369-8000 HNLL rate center via NANPA

Called Party: 808-749-8000 outer island
LRN for called: 808-439-1000 HNLL rate center

CLEC/ILEC level here when the caller attempts the switch completes a dip to
query the LRN of the called number.

The switch then dials the LRN via SS7 or the tandem prior to the CLEC which
is located on the same island same rate center and presents the the Called
Number in the Called Number field of the SS7 transmission

The answering switch sends the call to the appropriate party.

Example 2:

Calling Party: 808-749-7000 Same NPA-NXX outer island

Calls same Called Party but the LRN is on a different island why because
switch is at that location and tandem hence different rate center. As Alex
stated the CLEC would pay intrastate toll to complete the call depending on
the PIC code but the call would not simply bill as local because caller and
called NPA-NXX is the same it's based on the result of the LRN. If no LRN
is returned the switch logic if programmed correctly will send the call to
the Tandem if the NPA-NXX-X is not located on the switch or out whatever
VoIP or Transit Trunk configured.

The LRN is associated with the CLLI which has a H. V. Coordinate that is
used for distance and billing CABS.

The NPANXX of the CallingParty sets the rate center.  The rate center sets
the list of all local NPANXX for the CalledParty.  If the CalledParty
NPANXX is in the list then it is a local call.
