[VoiceOps] AS43317 OOO Fishnet Communications

We had some FAS complaints to one of those IPs on 9/25.The media IP was
77.73.67.28. It was on O1's wholesale term product.

I opened a ticket and supposedly they removed the carrier from at least the
NPANXX and LRN that we were having issues with.
