[VoiceOps] ATAs compatible with fire alarm panels

I may have been actually talking about Ademco Express, but now I know
there's more than what I even thought... Sheesh.

Either way, we try to have our setup only be just a stepping stone when
moving people off of POTS and consolidating their services.
