Thanks, My preference would be not to use intrado or intelliquent because at the end of the day we are going to build our own E911 product.

I pulled up a list of the different PSAPs in Michigan and I see the contact details of the administrator of PSAP but not necessarily the LEC or carrier providing 911.  Is the information aggregated anywhere?

Perhaps it's my old view of thinking but I've never known a LEC to do anything unless they were obligated to do so by regulation and even when they are a lot of times it's an uphill battle.  From the brief bit of research, I have done it looks like an interconnected voice over IP provider needs to offer 911/E911 services.  What was not clear to me is if that entitles them to enter into interconnection agreements or if the 911 services need to come from there host provider.

My end role as we build out this product is direct interconnection to the PSAPs and the ability to update the E911 database directly.

The answer to all 3 is, it depends. Generally there are non clec ways to attach to 911 directly (the exact process will have to be worked out by talking to the carrier providing 911 in that area) (or indirectly through the likes of intrado or intelliquent) and at least in Michigan, the carrier who won 911 contracts throughout Michigan actually is native IP on the network, and TDM connectivity is an upcharge.
