[VoiceOps] USF is 33.4% for 2Q2021

I don't have any inside info on that, but the purpose of USF is to 
subsidize service in high cost areas (usually rural).
So either there are more services needing subsidies or fewer services 
paying in or some combination of both.

Q2 2021 – 33.4%
Q1 2021 – 31.8%
Q4 2020 – 27.1%
Q3 2020 – 26.5%
Q2 2020 – 19.6%
Q1 2020 – 21.2%
Q4 2019 – 25.0%
Q3 2019 – 24.4%
Q2 2019 – 18.8%
Q1 2019 – 20.0%
Q4 2018 – 20.1%
Q3 2018 – 17.9%
