[VoiceOps] AT&T Verizon to block text messaging

I am pretty sure the reference is to the new message surcharges which vary
based on the type of traffic by default, but you can also submit for
approval of your traffic by DID to get even more "favorable" rates. These
surcharges are being imposed by AT&T and Verizon at present, but I expect
T-mobile to follow. They appear to be in response to an FCC decision about
how messaging is regulated which allows the wireless carriers to impose
some sort of cost recovery scheme for "protecting" their customers from
unwanted messages.
