[VoiceOps] Ray Baum's act and all-softphone deployments

The softphone app we're using (Acrobits Cloud Softphone). If you attempt to
dial 911 via the app. It'll open the phones non-voip cellular dialer with
911 pre-typed. It actively doesn't allow you to call 911 via the app.
Perhaps your apps are the same.
