[VoiceOps] Splitting voice and SMS

I appreciate the responses here.  It does appear that a split NNID is
something they've done before, but can't be done (or has some problems)
with Bandwidth.  So Twilio says they just won't try.  I've offered the
customer the forwarding and even the SIP option.
