Presumably none of your extensions start with 9.

What is your existing dialplan for outside calls?

Is 9-1-NPA-NXX-XXXX allowed?
Is 9-NPA-NXX-XXXX allowed?
Is 9-NXX-XXXX allowed for your local NPA?
