[VoiceOps] Carriers / TCR requiring NetNumber ID for SMS, even P2P

Carriers are having to register with The Campaign Registry directly, rather
than through your carrier's account.

Above a certain level, e.g. a handful of DIDs, the carrier may push you to
register directly with TCR, and then you pay a LOT more money.

As this is the VoiceOps (Voice Operations) group, my question is directed
at carriers who are managing hundreds to hundreds of thousands of DIDs on
behalf of their customers.
