[VoiceOps] Looking up which carrier routes a toll free number

If you have a phone switch with SS7 links, you can do a SS7 query and see
what carrier it is.

Also, there's Lumen, and legacy Century Link, and Bright Speed, etc.  All
of which split up voice operations.  So, it could be one of those
subsidiaries.  We learned that when we tried to port a number from Lumen
and found out it used to be Century Link, but was transferred to Bright
Speed, then somewhere else.
