[VoiceOps] Looking for idle ranges and dirty numbers

I'm working on a project to analyze traffic to unassigned numbers,
including previously assigned numbers that are still receiving traffic
post-aging. Of specific interest are residential and mobile carriers,
and LATA or rate centers outside the footprint of the major VoIP
carriers, especially Canada. Bonus points to those who can pass
upstream Identity headers.

The project would answer these calls, but nothing would be done to
encourage new traffic to them. I'm only interested in what is
happening organically. Please contact me off list for details.
