[VoiceOps] Inteliquent/Sinch SIGTRAN outage

It's never fun when your switch is isolated.  We were down for 12 hours one
time, both links were carried by AT&T.  Their SS7 folks got ahold of one of
our CO guys on his cell phone and asked "do you know both your SS7 links
are down?"  We responded with the AT&T ticket numbers for the circuits.
Unfortunately, the SS7 people can't talk to the OSP people working the
tickets.
