[nsp] 7204VXR not recognizing FE interfaces

Folks,
Dealing with a brand-new out of the box 7204VXR with a c7200I/O-2FE/E
board. The bootstrap recognizes the FE ports (12.1.8a-kboot), but
putting a "normal" IOS image (tried with c7200-12.1-12-is56i-mz.bin) does
not see the interfaces, and proceeds to give errors about environment
monitoring (voltage levels, etc.). `show diag` gives a message about
unknown Port Adapter type 533 in slot0, which is in fact the slot with
the c7200I/O-2FE/E.

The serial card (DS3 card) is detected in slot1 in kboot and normal
image.

None of these error messages appear while the router is in the kboot
image, so I'm assuming it's not a hardware issue. The VXR has 128M DRAM
so it's not a memory issue as well.

Glancing back at various Cisco Press books point me nowhere, nor does
google. Any ideas? If more info is needed, feel free to flame me and
ask for more info and I'll provide what I can.
