Hi!

Stupid Question first .. the Loopback on the PE does it belong to the same
VRF than the Serial Link ?
>From the CE can you Ping the PE Loopback ...

Would also be helpful if you could post some parts of the config including a
sh ip route vrf <yourVRFName>

It is not multi-hop BGP. E-BGP is between directly connected PE-CE.
This unreachability is also seen in the case of RIP, when the serial
interface
has ip unnumbered command and borrows the IP address from the loopback
interace.
