[cisco-voip] Incoming calls

When we receive a call from the outside direct to the phone it does the
normal double ring indicating its a outside call.  The problem I am
seeing is that when a call comes in and the operator transfer the call
to me its ringing like its a internal call. I see the Caller ID and know
its originating from outside.  Why is the phone not doing a double ring?
 I'm on Call Man 3.3.3 right now. About to upgrade to 4.1(2).
