Scott,

With MGCP, yes.  You can use an access-list to do this
on a upstream router or on the SRST router to deny
traffic to/from CCM and the routers interface IP
address used for MGCP.

Be careful with static host routes to null0. I tested
fallback once and the host route got redistributed
into EIGRP when 'redistribute static' wasn't under
EIGRP router config and it hosed the phones at other
locations.
