Have you opened a TAC SR yet? None of us TAC folks on this list are
gateway experts so there very well may be a way to do it.

So GW receive digits over in-band and out-of-band.

If yes you can configure following
Dial-peer voice xxx pots
Incoming called-number 219
Port 0/0/0:D
No direct-inward-dial
Or try remove Progress Ind i = 0x8083 - Origination address is non-ISDN

Disabling overlap receiving will probably break the digital pbx
phones ability to dial though :)
You can try disabling dtmf-relay on the inbound pots dial-peer but
this may not work.
