[cisco-voip] VG224 / SCCP / Modem

The VG224 using the SCCP image does not support fax/modems:

•Fax and modems are not supported on FXS ports with SCCP enabled. FXS
ports with either fax or modems attached should be configured in H.323 or
SIP mode.
