[cisco-voip] CER Administrative Password Problem

Perhaps we are all just missing something, but we found today that ANY of
the users on our network can log into any of the Cisco Emergency Responder
web pages.  Only our IP Telephony group is listed in any of the four groups
controlling admission for these pages.  Only our admin group can log onto
the server itself, but the administrative web sites are wide open.  We are
running CER 1.3(1a).  Has anyone else experienced this?
