[cisco-voip] Fast Busy on International Calls When Using Route List

I had to change it NATIONAL and ISDN for it to work.  Strange, but the
VG200s we had previously were all set to "Cisco CallManager" and worked
just fine.  The "Unknown" didn't work either.  Thanks everyone.

Also, your successful call is going out with type of ISDN and national
... depends on PBX like wes said.

>From my experiences, setting the CALLED PARTY number isdn type and plan
to unknown and unknown seems to work  with for most numbers on most
systems I've worked on but YMMV depending on PBX or carrier.
