[cisco-voip] DTMF to Unity stopped working after CCM upgrade

OK, let me say this again...

If the call comes in through the PSTN, DTMF works just fine.

If the user picks up the handset and hits their messages button, DTMF
works just fine (or if they hit the speakerphone button and then hit
messages).

The issue ONLY appears if you just hit the messages button while the
handset is in the cradle.

Then, and only then, Unity does not receive the DTMF.
