[cisco-voip] PRI + FXS cards + fax/modem

We do this on our 2811's and 2851's with MGCP and it works fine in the US and Canada.  We had a problem early on, but it had to do with slip seconds on the PRI and where the VWIC was getting it's clock from. No problems since then.
