[cisco-voip] UCCX calls from queue to analog phone question

I went to our local CIPTUG meeting the other day and someone was saying
he had a problem where calls get into a queue where he has it delay some
length of time then try the number again where the number is on a
non-call center analog phone.  What happens is it does not matter how
long you have been on hold.  What matters is whoever happens to try the
number first after it becomes available.  Anyone have a good idea of
steps you could use to deal with picking the longest in queue for
forwarding to a non-call center phone?
