[cisco-voip] Join or Conference incoming calls

Everyone,

I am getting the request to do a join or conference on incoming calls where two phones are already talking.

It works if you are talking to another person then do a conference and dial out, but if two people are talking and someone gets an incoming call it is not able to do a join. I get a feature or service not available. Any ideas?

I am on version 5.1
