[cisco-voip] CUCM 6.1 and SIP

I'm attempting to make calls between SIP and SCCP based devices.  
 
What I'm seeing in my traces is that ALL audio goes through the CUCM server
and not direct RTP between devices like I would have expected.
 
I do not have ANY MTP resources assigned to these devices, and DTMF
intercept is off (for now).
 
Has anyone run into this before?
