Yes, you can record/monitor IP Phone Agents (i.e. an agent phone 7961
without CAD) through Cisco Supervisor Desktop (CSD). You'll need to SPAN
each IPPA port to your IPCCX recording server port.

Does the user have any type of computer?

Here, we can only record/monitor through supervisor if the user is 
logged into CAD (Cisco Agent Desktop) on their PC.

If you are going to do that, then you need to make sure the "Span to PC 
port" option is enabled for the phone in call manager. This is required 
for 7961 phones.
