David,
  sorry but I'm not sure why you're saying you can't enable MGCP, and
I'm not sure what you're trying to do is clear.

  the Fax is connected to FXS on the 827 which is then going to CUCM,
is that correct? where do the faxes originate? PSTN / on the CM
cluster? what type of gateways do they come in over?

in what call flow do you want FAC to be used? (who calls who?)  if you
wanted the users at the fax machines to have to enter in FACs when
calling outbound, it looks like you could do this with MGCP, and
_possibly_ with SCCP controlled gateway interfaces if that's supported
in your version of CM / IOS..

•The FAC and CMC tones can only be played on SCCP phones, TAPI/JTAPI
ports, and MGCP FXS ports.
