[cisco-voip] Logical partioning with CME

Logical partitioning was also not allowed in India , you had to have
separate wan and pstn equipment, Cisco India in 2005 was the first company
in get such an approval as they wanted to a single phone on a desk rather
than an analog and IP phone.
