Make sure you did not miss the "Recording Count" under System->System
Parameters in the appadmin page. It is set to "0" by default.

Also I believe you have to check the "Enable Desktop Monitoring" for the
agent phones from the Desktop Administrator application: Enterprise Data
Configuration -> VoIP Monitor
