You certainly can use a UM license for VM only, Unity won't know the 
difference. The UM license entitles you to both Outlook and TUI access, 
it is fine if you choose not to use both :-) In your case, you'd need to 
  first create a dummy account in AD and Exchange, then import them in. 
If you want to be able to create new Unity/AD users from SA Web, then 
you'd need to re-run through the permissions wizard and message store 
config wizard, following the instructions to allow Unity to create users 
(rather than import only).

44 is 'live reply', I believe, if you search around for docs on that, 
there should be plenty of info. It needs to be enabled in the user's 
class of service, and, by default, only works for messages left by other 
Unity subscribers.
