Check first to make sure one end (75xx end if you're using a 75xx<->GSR
pair) is set "clock source internal".

Since the line itself looks pretty clean, my guess is that the PATH layer
isn't getting the timing right.

In one case, our POS OC3 failed miserably until we set this. I can't say
for sure if this will help you, since I didn't collect the data like you
did :-)
