I'm not sure if this directly relates to your problem (mainly
because I'm not sure what you mean by 'see both VLANs') but
let me comment on the VLAN part of those boxes...

The Grand Junction boxes (Catalyst 1900, 2820) have a somewhat
unorthodocs implementation of VLANs. This is mostly because it
has only one MAC address table, not one per VLAN.

So MAC broadcasts will be forwarded on all VLANs (so much for
a VLAN being a broadcast domain) while unicasts will only be
forwarded to hosts in the same VLAN.

And if you use the switch between two routers running HSRP for
those VLANs, you'll have to explicitly set the MAC address for
each VLAN on the router.
