It's also important to upgrade the SRAM memory.
I had such a problem, with 128M DRAM but only 4MB SRAM, and upgrading to
8MB SRAM did the trick.

I'd suggest upgrade the VIP's to 64M for VIP2's and 64 or 128M for
VIP2/50's.
Otherwise the line cards will run out of memory shut down CEF. In those
versions, there's not much control of CEF, just "no ip cef" off-hours and
bring back up.
CEF on 7500's is broken across most of 12.0 and 12.1 (denpending on
unknown environmental factors), dCEF along with it, 12.0.14S seems
to be the first release that is actually stable by most reports.
Having lots of memory on both the RSP and VIP's has usually had a
beneficial effect, but it's mostly a matter of coping until watever
fixes made it into 12.0.14S make it into the 12.0 mainstream and
12.1 trains (being optimistic here).
