See TTC's "Fundamentals of DS-3". cbit allows end to end stats for
troubleshooting while M13 does not. Fundamentally, M13 bit stuffs going
from T1 to T2 and then bit stuffs again going from T2 to T3. cbit does
not do the second bit stuffing and uses that area to carry end to end
stats.
