RE: [nsp] GSR GE packet ignores

Perform an 'exec slot <geslot> show control tofab queue'. The engine 1
linecards are supposed to us the BMA48, but maybe they still only access one
SFC (like the engine 0). It appears that the switch fabric cannot handle
the inbound load, hence, the ignores.
