[nsp] CAR made packet lost ??

dear all,

           i have applied rate limit for incoming icmp on one of my
interface, however, i found that there is 40% packet lost when the rate
limit is active, i set the average rate to 40000, burst rate to 32000,
but there is still < 10% packet lost ,

is it normal ??
