I have seen that, but not related to adding an IP, and not on a 2501. It
happened after I upgraded the memory in a 7200.

I ended up having to remove the new memory, put the old memory back in,
upgrade the IOS, then reinstall the new memory.

IOS Version 12.1(4), RELEASE SOFTWARE (fc1) fixed it.

One of my instructors has a Cisco 2501 running 12.0(9) that is possessed.

A student added an IP address to S1 and the router went postal.

The counter increments until you reboot, then starts counting again.
