Try using numbered ACL rather than named one.
I believe there are some weird issues with named
ACL's in some situations.

Has anybody ever seen the problem in which a modification to the
access-list already applied to a serial interface may bring down the
interface and a shut/no shut would bring it back? It is happening to
our 7204 with a frac T3 connecting to UUNet running

IOS (tm) 7200 Software (C7200-IK9O3S-M), Version 12.2(3), RELEASE
SOFTWARE (fc1)

and the access-list is applied to the interface as

interface Serial1/0.500 point-to-point
 ip access-group INGRESS in
