Serial DS3 port problem

Hi!

I'm having an odd problem on a new T3 link I'm
configuring.Using a PA-T3 and PA-2T3 on a VIP4-80.

I have two working DS3's currently configured like:

interface Serial5/1/1
 description DS3 test
 bandwidth 44210
 ip address x.x.x.x 255.255.255.252
 no ip directed-broadcast
 ip route-cache distributed
 dsu bandwidth 44210
 framing m13
 cablelength 450
 no cdp enable

note that the two working ones, hardware loopback
(patching the transmit and receive coax, no dsu)
there’s no problem. Serial is up/up (looped).

on the new ports, serial is down/down with loopback
and only is up/up (looped) if I change config to this
one putting a "clock source internal" instead of the
default line.

this thing might be new to 12.0(21)S1 since this
wasn't the way it was two weeks ago when we upgraded
our 7507 from 12.0(15)S1. Note that the cables are
tested ok and same cable run as the two working DS3s.

I've already opened a TAC case for this but maybe
there's someone here who can provide a quick answer.
