We have been looking into this, and a Cisco CE has offered us to check
'port storm-control unicast'
It enables you to control the frames/sec rate. It's not the exact thing
you look for, but is better than nothing.
Also, you could look into 2948G-L3

Have an NT box going on our network, wish to throttle the FastEthernet
port that it is on to 1mb max. Have set "bandwidth 1000" in the
interface config... can I assume that is sufficient to allow it a
maximum of 1mb bi-directional bandwidth?
