My bad - I referred to the wrong field name. Sorry for the
confusion.

I was referring to the C bit, not the VC-ID - we set the c bit to a value of '0' indicating that there is no control word present on this VC.

sounds a bit strange to me.

The VC ID field is used to uniquely identify a circuit of a given type
between two PE devices.

If you always set VC ID to zero then you can only ever have one circuit
of one type between two PEs :(
