Did it work without link authentication ?
Are both routers in the same level ?
Have you got a config example ?

Are you using fxp0 to do any routing ?
fxp0 is a management ethernet interface and I don't think that you will be
able to establish an adjacency.
Have you tried doing the same but using other interface ?
