[alcatel-nsp] Implementing e-tree (MEF 10.1)

We've done a similar setup using VPLS with split-horizon groups.   One caveat is if you are using mesh-sdps to connect VPLS PEs you cannot have a spoke or SAP located on the hub PE other than the hub site SAP because traffic coming in from a mesh-sdp is replicated to all spokes and saps.  You want traffic only going to the hub sap.
