[alcatel-nsp] Pluggable optics SR-1 MDA-e-XP

Thanks for your input. In our case we'll be looking only at 40Km ER for
breakout or maybe only 40km ER transciever without breakout. The goal is to
reach 40km distance with at least 20G capacity.
Regarding software it will be SROS 19.
