CW is 100% viable for two Hams in a QSO who know and
use the mode, same as any other mode, including the
most obscure digital mode and the most commonly used
FM and SSB modes.

In Disaster response communications the most critical
factor is to know what modes and bands are most likely
to be available when needed, not what are the personal
preferences of any Ham or sub-group of Hams.

One VHF/UHF that is FM, on HF that is SSB.

Except for certain exceptions where SSTV or digital
or CW is available and preferred by the served agency
those will be the modes of choice.

It really is that simple.
