I have to agree with you, there is nothing wrong with building it.  Using it 
is a whole different story.  Therefore I also have to agree with Glen that 
it must conform to the technical specifications.

I would question whether a rebuild would be necessary.  After all, if you 
built one from scratch using the same parts and circuit diagram, there would 
be nothing illegal about it.
