Mike, There is no hum in the receiver at all. It's very clear. Was the first thing I considered.

Lacey,
First thing to be concerned about is the filter caps. Is there any hum in the receiver with the no antenna and the volume up? If so you might want to replace the filter caps as they can cause problems if they short. 73 Mike KF6KXG

One issue I see is when the VOX switch in place in the PTT/STNDBY position, the transmit relay energizes. I will let the group know what I find in the days ahead. Any suggestions would be appreciated. The radio has gotten hi reviews so I an glad to have it and look forward to restoring it.

I think it was to operate in general but a look at the schematic would tell. It could be a weak tube, either an oscillator or driver/final tube. Is the high voltage present on the final tubes? Is there current draw on the final tubes when the transmitter is activated?
